移民署南投縣專勤隊歷經三個月餘清查，昨（二十四）日宣布南投縣草屯鎮男子「牛頭」阿聰，強逼逃逸女外勞陪睡不成竟「丟包」案，依涉嫌人口販運防制法、就業服務法等罪嫌移送南投地檢署偵辦。

南投縣專勤隊表示，印尼籍行蹤不明女外勞蒂那於一○三年九月來台，在苗栗縣頭份鎮從事監護工作（照顧老人生活），因想賺取更高酬勞於今年三月離開原雇主輾轉到南投非法工作，孰料落入南投縣草屯鎮男子「牛頭」阿聰（化名）非法仲介控制，帶往該縣仁愛鄉、埔里鎮一帶山區非法工作，並抽取高達新台幣六千元仲介費，而每天從事十餘小時農務工作，僅口頭答應給予薪資新台幣七百元，蒂那工作了一個月餘均拿不到分文，顯然被牛頭苛扣薪資勞力剝削。

而不肖「牛頭」阿聰見蒂那乖巧可欺竟然恐嚇渠需與非法雇主發生性關係，始同意發放薪資，經蒂那強烈抗拒不從，牛頭遂於四月初將蒂那載往南投縣警局派出所丟包，謊稱該外勞搭乘計程車不知欲往何處，因而交由警方處理。

案經轉交南投縣專勤隊後，蒂那哭訴整個被害過程並機警將「牛頭」所駕駛車輛號碼偷偷記於手掌上，提供該隊循線調閱相關事證，歷經三個月餘清查牛頭阿聰身分基本資料、蒐集犯罪證據後，依涉嫌人口販運防制法、就業服務法等罪嫌移送南投地檢署偵辦。

移民署南投縣專勤隊隊長涂順福表示，對非法聘僱未經許可或非法使用外勞從事許可外工作，趁機苛扣薪資以從中獲利、強制當事人從事性行為，已觸犯人口販運防制法勞力剝削等情事。
